S. Korea to Supply Electricity to Shipyard in N. Korea

South Korea is considering directly supplying electricity to Anbyeon on North Korea’s east coast, where a South Korean-funded ship block plant is to be constructed next year, to help ease the power shortage there, a government source said Monday.

“The government has concluded after a recent on-site inspection that without resolving the electricity issue, the plan to build a shipbuilding complex (in Anbyeon) would not be successful,” the source said, asking not to be named.

“So the government is considering taking the initiative to resolve the problem, so that the private sector can stably invest in the inter-Korean business program,” he said.

The two Koreas are to break ground for a shipyard in Anbyeon, Gangwon Province, during the first half of next year as part of large-scale cross-border economic projects agreed upon at the second inter-Korean summit last month.

A group of South Korean officials and shipbuilding businessmen visited the town early this month.

South Koreas plans to propose North Korea the option of a direct supply of electricity next month when a second inspection team visits Anbyeon, the source added.

Experts say the project will cost a sizable amount.

It will require hundreds of billions of won to build steel pipes, transmitters and transmission roads from the northeastern town of Goseong in the South to Anbyeon, a 130-kilometer route, they say.

In case of the Kaeseong Industrial Complex, just a few kilometers north of the inter-Korean border, South Korea spent 35 billion won ($38 million) to build electricity supplying facilities.

The electricity supply will require consultation with countries involving in multinational talks aimed at ending Pyongyang’s nuclear ambition, as energy aid is one of the key incentives for the communist state in return for its denuclearization efforts.

The two Koreas, the United States, China, Japan and Russia have engaged in six-party talks to scrap North Korea’s nuclear weapons program.

Internet to Open inside Gaeseong Site

The prime ministers of the two Koreas have agreed to set up Internet, wire and mobile phone services including mobile phones in the Gaeseong Industrial Complex in North Korea.

They also agreed to allow free movement of people and vehicles of the South in the complex starting next month in order to expand inter-Korean economic cooperation.

The agreement was made between Prime Minister Han Duck-soo and his North Korean counterpart Kim Yong-il Friday.

The rare talks between the prime ministers, the first in 15 years, went smoothly.

The North Korean delegates were very favorable to suggestions made during the three-day talks in Seoul, according to sources.

Particularly, Han and Kim took a stroll together in the morning and toasted each other with soju at dinner, Thursday, boasting of their friendship.

President Roh Moo-hyun hosted a lunch for the delegations, Friday, and thanked them for reaching an agreement. The North Korean delegates returned to Pyonyang by plane afterwards.

The two prime ministers issued a joint statement after the talks, which were aimed to follow up agreements reached at the second inter-Korean summit held in Pyongyang from Oct. 2-4.

They agreed to create a committee for a special zone of peace and cooperation in the West Sea coastal area under which five subcommittees will be set up to deal with an economic zone in Haeju, North Korea; the common use of Haeju port and the southern part of the Han River estuary in South Korea; the safe passage of private ships near Haeju; and a common fishing area in the West Sea.

The first committee meeting, chaired by a minister-level official, will be held in Gaeseong next month.

They also agreed to have a premier-level meeting and vice premier-level economic cooperation committee’s meeting every six months, one in Pyongyang in the first half of 2008 and the other in Seoul.

A cross-border freight and cargo railway linking Munsan in the South and Bongdong in the North will start operation from Dec. 11.

Working-level talks will be held in Gaeseong for two days from Tuesday to finalize the agreement on the cross-border train service, according to the statement.

As part of reconciliation measures, South Korea will help North Korea repair the Gaeseong-Sinuiju railway and Gaeseong-Pyongyang highway in 2008.

Han and Kim agreed to start the construction of shipyards in Anbyeon and Nampo next year.

For family members displaced since the 1950-53 Korean War, the two Koreas will allow exchanges of video calls starting next year and complete the construction of a family reunion center at Mount Geumgang next month.

A series of talks will be held next month to discuss the launch of a tourism program to Mount Baekdu, as well as the use of the North’s Pyongyang-Shinuiju railway to transport a joint supporters group from the two Koreas to the 2008 Beijing Olympic Games.

“The agreement is the first step toward enhancing inter-Korean relations through the virtuous circle of peace and economy,” Unification Minister Lee Jae-joung said.

Lee said the joint statement contained implementation measures for the summit accords, except the military measures that guarantee the cooperative plans.

Apparently mindful of the importance of these, he added: “The coming inter-Korean defense ministers’ talks will deal with the implementation.” The military talks are slated for Nov. 27-29 in Pyongyang.

A regular freight train service over the heavily-armed border between North and South Korea could start before the end of the year, officials say.

The deal, on the second day of talks between prime ministers from the two countries, marks the first agreed schedule for the train link.

The South has pushed for reliable transport links to supply the factories its firms run in the North.

It follows an agreement made last month at a summit of the countries’ leaders.

‘Shared understanding’

North Korean Prime Minister Kim Yong-il and his counterpart from the South, Han Duck-soo, are spending three days in discussions in the South’s capital, Seoul.

The South’s Unification Ministry spokesman, Kim Nam-shik, said the two sides were now trying to set a specific date for starting the rail service.

The 25km (16 mile) track runs from the heavily-guarded border to a joint industrial complex in the North’s city of Kaesong.

“Both sides shared an understanding that it would be meaningful in further vitalising the Kaesong industrial complex,” said the spokesman.

The meeting – the first at prime ministerial level for 15 years – follows October’s historic summit in Pyongyang between the two countries’ leaders.

Divided families

The summit between the North’s Kim Jong-il and the South’s President Roh Moo-hyun was only the second such meeting since the Korean peninsula was partitioned over half a century ago.

The two leaders signed an accord calling for greater peace and economic partnership, despite the two countries remaining technically at war with each other.

They also agreed in principle for the regular cargo rail service to be established.

The prime ministers are using their meeting to discuss more specific proposals.

One key issue is the establishment of a joint fishing area around the disputed western sea border – the scene of naval clashes in the past – and a new economic zone around the North Korean port of Haeju.

The South also hopes to increase the number of reunion meetings for families separated when the peninsula was split.

Prime ministerial meetings between the two Koreas were suspended in 1992 amid growing concern over Pyongyang’s nuclear ambitions.

The prime minister of North Korea holds one of the top positions in the country’s hierarchy, officially fourth in political power.

Many believe, however, that the prime minister may actually be about 20th in actual influence, as there are plenty of hidden power elites in the political and army circles.

The post of prime minister in North Korea was created after the introduction of the state president in 1972. Since then, eight people have occupied the post. Among them, the person who impressed us the most was Yeon Hyung-muk, who held the job from 1988 to 1992.

The prime minister of North Korea faces tough and dangerous working conditions.

Kim Il Sung emphasized the significance of the post by insisting that the “prime minister is the general of the nation’s economy.” The prime minister, in turn, has often been made the scapegoat for the people’s discontent about the country’s struggling economy.

And to make a bad situation worse, the public economy always took a backseat to the military economy, which led to nuclear and missile development.

One after another, numerous ministers have stepped down in dishonor or suffered incurable illness.

After the dishonorable withdrawal of former Prime Minister Li Gun-mo (1986-1988), Li’s successor, Yeon Hyung-muk, was demoted after four years to the post of candidate member for the Political Bureau Presidium, or secretary of Jagangdo Provincial Party. In addition, Prime Minister Park Bong-ju was demoted last April to manager of a small-town company.

Since assuming the reins of government, Kim Jong-il has recruited people who know the economy well to the top posts.

However, he took a “military first” attitude whenever the cabinet, the Workers Party, and army were in discord over the issue of opening and reform.

In contrast, the president of the People’s Republic of China, Jiang Zemin, gave Zhu Rongji, premier of the state council, a carte blanche to decide every affair in public administration and the national economy.

For example, when rumors spread that the yuan would be further devalued, he consulted Zhu. At that time, Zhu’s nickname was “emperor of the Chinese economy.” China has shown great fidelity to the principle that the “prime minister is the general of the national economy.”

Come to think of it, South Korea has had 27 prime ministers since 1972, representing its own infidelity to the prime minister. Six of one, half a dozen of the other.

 

Koreas agree to open cargo railway, but key issues remain unresolved

South and North Korea agreed Thursday to open a cross-border cargo railway by the end of this year — resuming the service halted more than half a century ago — as part of economic cooperation projects agreed upon in their leaders’ recent summit.

Seoul proposed Dec. 11 as the date to start the railway service through the demilitarized zone, a Unification Ministry official said on condition of anonymity. But North Korea’s response was not yet known.

The agreement to open a freight railway came on the second day of talks between South Korean Prime Minister Han Duck-soo and North Korean Premier Kim Yong-il in Seoul. The rare prime ministerial talks were aimed at devising concrete plans to implement wide-ranging accords reached between the leaders of the Koreas.

In their summit in early October, President Roh Moo-hyun and North Korean leader Kim Jong-il agreed on a slew of economic cooperation and peace projects. They also agreed that the agreements should be implemented through two follow-up talks — one between prime ministers and the other between defense ministers.

“There is a growing understanding between the sides for the start of the cargo rail service,” Kim Nam-shik, a spokesman for the Unification Ministry, told reporters. He said that the project “seemed highly possible,” even though more consultations are needed to secure a military guarantee by North Korea.

The 20-km cross-border route between South Korea’s Munsan and the North’s Bongdong will allow the mass transport of goods from a joint industrial complex in North Korea to the South, Seoul officials say.

The Koreas also agreed to set up a joint committee to create a peace zone in the disputed border area in the West Sea, part of key summit accords to reduce tension, the ministry spokesman said. Bloody skirmishes occurred in 1999 and 2002 near the disputed sea border, which North Korea does not acknowledge. The western sea border was unilaterally drawn by the U.S.-led United Nations Command at the end of the 1950-53 Korean War. Pyongyang has called for a new line to be drawn further south.

The peace project in the West Sea will likely include the creation of a joint fishing area in the western sea border area, and the establishment of an economic special zone in Haeju in southwestern North Korea, which will transform the naval base area into an economic stronghold.

The Koreas also made progress in social and cultural areas, the spokesman said, without elaborating on specifics.

But key issues remained unresolved.

The top item on North Korea’s agenda is South Korea’s heavy investment in the renovation of its antiquated railways and roads, said the Chosun Sinbo, published by ethnic Koreans in Japan.

The North Korean premier said in the talks that such South Korean support will help implement the summit accords “in a relatively short amount of time,” the paper said.

Pyongyang also expects Seoul’s money to develop shipbuilding facilities in the country, Seoul officials said.

South Korea is expected to seek North Korea’s support in improving the business environment in the Kaesong industrial complex, where communication facilities are poor and border customs inspections are highly restrictive.

The Kaesong complex, where scores of South Korean factories produce garments, shoes and other labor-intensive goods with North Korea’s cheap but skilled labor, emerged from agreements at the first-ever inter-Korean summit in Pyongyang in 2000. But business restrictions and political strains have limited its development.

Other issues include reunions of families separated since the 1950-53 Korean War, with South Korea pushing to regularize the sporadic events.

The two Koreas are expected to issue a joint statement wrapping up their three-day talks on Friday. To settle outstanding details, Seoul has proposed to hold follow-up economic talks between vice prime ministers in the second week of December, a Unification Ministry official said on condition of anonymity.

The Koreas held eight rounds of prime ministerial talks until 1992, when they signed an accord calling for an end to Cold War hostilities on the Korean Peninsula. But the talks were suspended afterward as relations soured over a dispute on North Korea’s nuclear weapons program.

This week’s talks, covering economic projects, will put aside thorny issues on military tension, which will be dealt with in defense ministers’ talks set for Nov. 27-29 in Pyongyang, Seoul officials said.

Unification Minister Lee Jae-joung said on the first day that this week’s talks were “a bit more flexible, a bit more amicable” than previous inter-Korean meetings.

South Korea expects that improved inter-Korean ties will facilitate progress in ongoing multilateral talks to persuade North Korea to abandon its nuclear ambitions.

The communist nation has shut down five key nuclear facilities under an aid-for-denuclearization accord signed in early October in talks involving the two Koreas, the U.S., Japan, China and Russia.

Pyongyang is also supposed to disable its key nuclear facilities at Yongbyon and submit a full list of its nuclear programs by the end of the year in return for the normalization of ties with the U.S. and Japan, as well as economic and energy assistance from the other parties involved.

N.K. asks for help in repairs to facilitate implementation of summit agreement: report

North Korea has asked South Korea to help repair its dilapidated railways and roads so the agreements at the recent inter-Korean summit can be quickly implemented, a pro-Pyongyang newspaper published in Japan reported Thursday.

In a rare report from Seoul, the Chosun Shinbo said North Korean Prime Minister Kim Yong-il proposed the modernization of North Korea’s railway between the border town of Kaesong and the northwestern city of Shinuiju at his talks with South Korea’s Han Duck-soo.

Kim, 63, was also quoted as saying that projects to modernize railways and roads will enable the joint declaration from the inter-Korean summit to be implemented “in a relatively short amount of time.”

The North Korean arrived here Wednesday for three days of talks to follow up on the summit held in Pyongyang on Oct. 2-4.

At the summit, President Roh Moo-hyun and North Korean leader Kim Jong-il called for a quick expansion of economic cooperation and an end to military hostilities between the divided Koreas.

This week’s talks had been expected to focus on economic issues as separate talks between the defense ministers of the two countries are to be held in Pyongyang later this month.

Seoul is also calling for an early opening of cargo rail service between the North’s border town of Kaesong, where dozens of South Korean businesses are producing over US$1 million worth of goods each month, and its border town of Munsan.

Still, the Seoul government is placing more weight on the opening of other areas in the reclusive North to South Korean businesses as well as establishing a joint fishing area in the West Sea, where a maritime border dispute led to deadly clashes between the navies of the divided Koreas in 1999 and 2002. The Koreas technically remain at war as the 1950-53 Korean War ended with an armistice, not a peace treaty.

Seoul officials are also calling for easier access for South Korean businesses to the South Korea-funded industrial complex in Kaesong as well as the relaxing of customs and quarantine inspections at the border.

The North Korean premier said his country is ready to resolve the difficulties facing the South Korean businesses operating in Kaesong, according to the report.

“The North side believes what the leaders (of the two Koreas) agreed are not mere economic cooperation projects, but projects that will lead to the reconciliation, unification and prosperity of the nation,” the report said.

North Korea, China Will Start $10 Billion Fund, Yonhap Reports

North Korea’s Daepung Investment Group will set up a $10 billion fund with China Development Bank to help Chinese firms operating in North Korea, Yonhap News reported, citing the company’s vice president.

The fund will be used to help Chinese companies build roads, railways and ports in North Korea, Daepung Vice President Bae Kyeong Hwan was quoted as saying. Bae didn’t say how much each country will contribute the fund.

Daepung also plans to set up a bank to attract investment from overseas, the report said.

China is North Korea’s biggest trading partner and an important provider of food and fuel. North Korea is isolated from most of the rest of the world and has received virtually no foreign investment.

A U.S. Navy destroyer helped a North Korean cargo ship escape a hijacking by pirates off the coast of Somalia on Tuesday, an incident which may bode well for the growing detente between the two nations, as sentiments remain upbeat over ongoing talks on the North’s denuclearization.

Officials here noted the incident will work positively in efforts to denuclearize the communist North, as it came just one day before the chief nuclear negotiators of the U.S. and North Korea were to meet for discussions on denuclearization, normalization of ties between the former Cold War foes and other issues.

It was early Tuesday when the USS James E. Williams, operating near Somalia, received a request from the International Maritime Bureau to investigate a North Korea-flagged ship reportedly hijacked by pirates.

The U.S. destroyer reacted with little hesitation, dispatching a helicopter to investigate the reported hijacking and then sailing at full speed to arrive at the site at midday to lend assistance, the U.S. Navy said in a press release.

The 22 crew members of the North Korean freighter eventually regained control of the ship after a firefight with the pirates, while the Williams demanded by radio that the pirates give up their weapons.

Two pirates were reportedly killed in the deadly gunfight, while five others were captured in the tense standoff.

After the hijacking situation was resolved, three injured crew members of the North Korean ship who may have received relatively serious wounds were brought onboard the U.S. destroyer for medical treatment, and were then sent back to their ship in stable condition, a message sent by the U.S. Navy to Yonhap News Agency said. It said the injuries sustained by the three merchant sailors were not life-threatening.

Besides giving first aid, the U.S. warship did not receive any further requests for assistance from the North Korean vessel, the message said.

Washington tried not to brag, saying piracy was a “scourge” in Somalia’s waters and that U.S. vessels were available to intercede when necessary.

“When we get a distress call, we help,” Lydia Robertson, commander of the U.S. Fifth Fleet, was quoted as saying by the AP.

South Korean officials agreed, saying the U.S. would have acted the same way had the incident taken place a year ago. They, however, noted the U.S. would not have acted so swiftly or as willingly had the incident happened before Feb. 13, when Pyongyang agreed to shut down and later disable its key nuclear facilities.

“Piracy is a crime that does not choose its victims by their nationality,” a ministry official said, asking that he remain unidentified.

“The U.S. and NATO forces have long operated missions in the (Somali) area to intercept pirates, so I don’t think the U.S. would have acted any differently had the incident happened a year ago,” said the official, whose job mainly deals with U.S. affairs.

Other officials said the incident demonstrates the changed mood between the former enemies as multilateral talks aimed at denuclearizing the communist North maintain an upbeat mood.

Washington and Pyongyang have held two rounds of working-level talks this year under a six-nation accord signed in February, which binds North Korea to shut down and disable its key nuclear facilities and declare all its nuclear programs.

In return, the communist nation will receive 1 million tons of heavy fuel oil or equivalent assistance, as well as other political benefits such as its removal from the U.S. list of terrorism sponsoring states and the normalization of its diplomatic relations with the U.S. and Japan.

North Korea has already shut down all its key nuclear facilities at Yongbyon and promised earlier this month to disable the Yongbyon complex and submit a full list of its nuclear programs by the end of the year.

Christopher Hill, the top U.S. envoy in six-way talks on ending North Korea’s nuclear ambition, was expected to hold bilateral talks with his North Korean counterpart Kim Kye-gwan in Beijing later Wednesday to discuss various issues including the normalization of ties between their nations, according to officials here.

“The incident will have a positive impact as a result of the efforts by both the U.S. and North Korea to normalize their diplomatic ties,” a ministry official said, asking to remain anonymous.

North Korea has yet to officially acknowledge the U.S. assistance in regaining the freedom of its vessel and treating the ship’s wounded North Korean crew members.

Crew wins deadly pirate battle off Somalia

The crew members of a North Korean freighter regained control of their ship from pirates who hijacked the vessel off Somalia, but not without a deadly fight, the U.S. Navy reported Tuesday.

When the battle aboard the Dai Hong Dan was over, two pirates were dead and five were captured, the Navy said.

Three wounded crew members from the cargo ship were being treated aboard the guided-missile destroyer USS James E. Williams.

The captured pirates were being held aboard the North Korean vessel, the Navy said.

The bandits had seized the ship’s bridge, while the crew kept control of the steering gear and engines, the Navy said.

The Koreans moved against the attackers after the Williams — responding to reports of the hijacking — ordered the pirates to give up their weapons, according to the Navy.

When the crew members stormed the bridge, the deadly battle began. After the crew regained control, Navy sailors boarded the Dai Hong Dan to help with the injured.

North Korea and the United States have no diplomatic relations.

The incident took place about 70 miles northeast of the Somali capital, Mogadishu, the Navy said.

It is the second incident of piracy reported in recent days. A second U.S. Navy destroyer was searching waters off Somalia for pirates who hijacked a Japanese-owned ship, military officials said.

Over the weekend, gunmen aboard two skiffs hijacked the Panamanian-flagged Golden Nori off the Socotra archipelago near the Horn of Africa, said Andrew Mwangura, a spokesman for the Kenyan-based Seafarers’ Assistance Program.

The guided-missile destroyer USS Arleigh Burke has been pursuing the pirates after entering Somali waters with the permission of the troubled transitional government in Mogadishu, U.S. officials said Monday. In recent years, warships have stayed outside the 12-mile limit when chasing pirates.

Two military officials familiar with the details confirmed the ongoing operation.

The Navy’s pursuit of the pirates began Sunday night when the Golden Nori radioed for help. The Burke’s sister ship, the USS Porter, opened fire and sank the pirate skiffs tied to the Golden Nori’s stern before the Burke took over shadowing the hijacked vessel.

When the shots were fired, it was not known the ship was filled with highly flammable benzene. U.S. military officials indicate there is a great deal of concern about the cargo because it is so sensitive.

Benzene, which U.S. authorities have declared a known human carcinogen, is used as a solvent and to make plastics and synthetic fabrics.

Four other ships in the region remain in pirate hands, the Navy said.

U.S. and NATO warships have been patrolling off the Horn of Africa for years in an effort to crack down on piracy off Somalia, where a U.N.-backed transitional government is struggling to restore order after 15 years of near-anarchy.

On Monday, the head of the transitional government resigned as his administration — backed by Ethiopian troops — battled insurgents from the Islamic movement that seized control of Mogadishu in 2006.

Hospital officials reported 30 dead in three days of clashes on the city’s south side.

In June, the ship USS Carter Hall fired warning shots in an attempt to stop a hijacked Danish cargo ship off Somalia, but the American vessel turned away when the pirated ship entered Somali waters.

In May, a U.S. Navy advisory warned merchant ships to stay at least 200 miles off the Somali coast. But the U.S. Maritime Administration said pirates sometimes issue false distress calls to lure ships closer to shore.

The pirates often are armed with automatic rifles and shoulder-fired rockets, according to a recent warning from the agency.

“To date, vessels that increase speed and take evasive maneuvers avoid boarding, while those that slow down are boarded, taken to the Somali coastline and released after successful ransom payment, often after protracted negotiations of as much as 11 weeks,” the warning advised.

The agency issued a new warning to sailors in the Gulf of Aden, between Somalia and Yemen, after Sunday’s hijacking.

North Korean Premier Kim Yong-il is scheduled to pay a four-day visit to Cambodia in early November, underscoring the curious close relationship between one of the world’s last communist dictatorships and one of Asia’s most ancient monarchies.

Kim Yong-il, who should not be confused with the North Korean supremo, “Dear Leader” Kim Jong-il or any of his relatives, will hold talks with Cambodia’s retired king Norodom Sihanouk, the Cambodian Foreign Ministry said in a statement posted on its website.

The North Korean premier will also hold “official talks” with his Cambodian counterpart Hun Sen, and “pay courtesy calls” on Senate president Chea Sim, and the president of the National Assembly, Heng Samrin, according to the statement.

Cambodia has long served as a link between North Korea and Southeast Asia and beyond, so it is plausible to assume that trade and related issues will be on the agenda. For years the two countries ran a joint shipping company, and before the China-led six party talks, Cambodia had offered to mediate over Pyongyang’s contentious nuclear program.

Kim Yong-il’s visit to Cambodia is not the first by a North Korean dignitary in recent years. Kim Yong-nam, president of North Korea’s rubber-stamp parliament, the Supreme People’s Assembly, also visited the country in 2001 at the invitation of Sihanouk, who had then not yet abdicated in favor of his son, Norodom Sihamoni, the current serving monarch.

Kim Yong-nam now functions as de facto head of state, as Kim Jong-il’s father, “Great Leader” Kim Il-sung was elevated to the position of “eternal president” before his death in 1994, making North Korea not a monarchy, but rather the world’s only necrocracy.

As incongruous as it may seem, Cambodia is North Korea’s oldest ally in Southeast Asia. It all began when Sihanouk met Kim Il-sung in 1961 at a Non-Aligned Movement meeting in Belgrade and a personal friendship developed between the two leaders. When Sihanouk was ousted in a coup in 1970, Kim Il-sung not only offered him sanctuary in North Korea but also had a new home built for him about an hour’s drive north of Pyongyang.

A battalion of North Korean troops worked full-time on it for almost a year, and when it was finished, only specially selected guards were allowed anywhere near the 60-room palatial residence. Overlooking the scenic Chhang Sou On Lake and surrounded by mountains, the Korean-style building even had its own indoor movie theater. Like the Great Leader’s son, Kim Jong-il, Sihanouk loves movies.

Sihanouk has both directed and acted in his own romantic feature movies and a few more were made in North Korea, with Cambodian actors strutting their stuff against the backdrop of Korea’s snow-capped mountains.

French wines and gourmet food were flown in via China, and Sihanouk and his entourage were treated as royals would have been in any country that respects monarchy – as North Korea evidently does.

By contrast, North Korea has maintained less cordial relations with neighboring communist Vietnam, which still exerts behind-the-scenes pressure on Cambodia. Kim Yong-il will nonetheless also visit Hanoi during his diplomatic tour of Southeast Asia.

Throughout the Vietnamese occupation of Cambodia, North Korea refused to recognize the regime that Hanoi installed in Phnom Penh in January 1979 – and that despite immense pressure at the time put on Pyongyang from Moscow. During a meeting between Kim Il-sung and Sihanouk seven years later on April 10, 1986, in Pyongyang, the Great Leader reassured the then prince that North Korea would continue to regard him as Cambodia’s legitimate head of state.

When Sihanouk returned to Phnom Penh in September 1993, after United Nations-led mediation to end Cambodia’s civil conflict, he arrived with 35 North Korean bodyguards, commanded by a general from Kim Il-sung’s presidential guards. They are still there, now guarding Sihanouk as well as the new king, Sihanomi, who is not as close to North Korea as his father, but has paid at least one visit to Pyongyang.

Sihanouk and the Cambodian royals showed their gratitude to the North Koreans when in the late 1990s they set up a privately-owned shipping registry, the Cambodia Shipping Corporation (CSC). The flag of convenience was used by the North Koreans, and it enjoyed royal protection as it was headed by Khek Vandy, the husband of Sihanouk’s eldest daughter, Boupha Devi.

CSC was also partly owned by a Phnom Penh-based North Korean diplomat and for a few years aggressively marketed itself as a cheap and efficient “flag of convenience” service for international shippers. A series of embarrassing maritime incidents, including the interception in June 2002 of a Cambodian-registered – though not North Korean owned – ship by the French navy, in a joint operation with US, Greek and Spanish authorities, of a massive haul of cocaine off the West African coast prompted Hun Sen’s government to cancel CSC’s concession and reportedly give it to a South Korean company, the Cosmos Group.

At the time, International Transport Federation general secretary David Cockroft told the Cambodia-based fortnightly newspaper the Phnom Penh Post that “they’ll need to be able to walk on water, because nothing short of a miracle will clean up the name of Cambodian shipping”. Indeed, little appeared to change, including North Korea’s use of Cambodia’s flag of convenience for controversial shipments.

In December 2002, a Cambodian-registered, North Korean-owned ship named So San was intercepted by Spanish marines, working on a US tip, in the Arabian Sea. It was found to be carrying 15 Scud-type missiles, 15 conventional warheads, 23 tanks of nitric acid rocket propellant and 85 drums of unidentified chemicals under a cargo of cement bags.

The destination of the weaponry was said to be Yemen, and following protests from both Yemen and North Korea – and intervention by the US, which apparently did not want to antagonize Yemen, a supposed ally in Washington’s “war on terror” – the ship was allowed to continue to Yemen. Later revelations indicated that the cargo was ultimately delivered to Libya, which caused considerable embarrassment in Washington.

Premier Kim Yong-il is likely to be quite familiar with the CSC, as he served as minister for land and marine transport from 1994 until the Supreme People’s Assembly appointed him to the premiership in April this year. But since the scandal-ridden CSC was reorganized five years ago, Cambodia’s economic importance to Pyongyang would appear to have waned, and North Korea’s only known activity in the country today is in the restaurant business, including eateries in Phnom Penh and Siem Reap.

Yet as a diplomatic link to the wider region, Cambodia is still important to North Korea. In April 2003, the Cambodian government, at the urging of Sihanouk, had plans to send an envoy to Pyongyang in a bid to persuade the North Korean leadership to be more flexible about talks on its nuclear program, which at that time had stalled.

The mission never materialized, but North Korea no doubt remembers that its trusted ally Cambodia tried first to mediate – and that Phnom Penh in future could still serve as a gateway for improved contacts with the outside world. It remains to be seen what message Kim Yong-il will bring to Phnom Penh, but it is reasonable to assume that his visit will, despite the official announcements, be confined merely to “courtesy calls” and royal audiences.

This has been the largest ever participation of European companies at a Trade Fair in Pyongyang. The 18 EBA-member companies come from 6 European countries and are engaged in banking, IT, pharmaceuticals, maritime transportation, railways, courier services, industry, mining, solar driven water pumps, energy saving technology, commodity inspection, cosmetics and other consumer goods and general trading. Some already operate in joint ventures with Korean partners or found other forms of close business cooperation, particularly in the fields of banking, mining, internet services, logistics, software development and pharmaceuticals.

The EBA will continue to make efforts to attract more European companies to invest and do business in the DPRK in the coming years and will share its experience to help make the endeavors of the newcomers and their Korean partners a success. The EBA closely cooperates with the DPRK Chamber of Commerce and the Korea International Exhibition Corporation to facilitate the participation at exhibitions, to intensify trade between European and DPRK-enterprises and to enhance the identification of suitable business and investment opportunities for European companies.

North Korea on Google Earth

This map covers North Korea’s agriculture, aviation, cultural locations, manufacturing facilities, railroad, energy infrastructure, politics, sports venues, military establishments, religious facilities, leisure destinations, and national parks. It is continually expanding and undergoing revisions. This is the fifth version.

Additions to the latest version of “North Korea Uncovered” include updates to new Google Earth overlays of Sinchon, UNESCO sites, Railroads, canals, and the DMZ, in addition to Kim Jong Suk college of eduation (Hyesan), a huge expansion of the electricity grid (with a little help from Martyn Williams) plus a few more parks, antiaircraft sites, dams, mines, canals, etc.

Disclaimer: I cannot vouch for the authenticity of many locations since I have not seen or been to them, but great efforts have been made to check for authenticity. These efforts include pouring over books, maps, conducting interviews, and keeping up with other peoples’ discoveries. In many cases, I have posted sources, though not for all. This is a thorough compilation of lots of material, but I will leave it up to the reader to make up their own minds as to what they see. I cannot catch everything and I welcome contributions.

I hope this map will increase interest in North Korea. There is still plenty more to learn, and I look forward to receiving your additions to this project.

‘Joint fishing zone’ skirts limit-line issue

The Northern Limit Line remains in place, but vessels from both North and South Korea will be allowed to cross the “special peace and cooperation zone” in the Yellow Sea, according to yesterday’s agreement.

The deal for a joint fishing zone along the maritime border between the two Koreas angered South Korean fisherman and conservatives.

“We oppose the plan,” said Kim Jae-sik, a 46-year-old fisherman representing Yeonpyeong Island in the Yellow Sea near the border. “We will lose our fishing sources when large ships from the two Koreas flock to the area.”

The joint fishing zone is intended to avoid accidental military clashes, the two leaders said. The top defense officials from the two countries will meet in Pyongyang next month to discuss military measures, including safety guarantees inside the zone.

The inter-Korean deal also agreed to open a direct maritime route in the Yellow Sea to allow travel by Korean civilian vessels. The North’s Haeju Harbor will open for that purpose. The deal did not mention the limit line.

South Korean conservatives said they are concerned that the South has yielded to the North’s longtime challenge to the de facto maritime border.

Grand National Party Chairman Kang Jae-sup said, “I am concerned that the plan for establishing a joint fishing zone and the peace waters is a shortcut to incapacitating the Northern Limit Line.”

The Korea Veterans Association also issued a statement in opposition. “The North has initiated two sea battles so far to disable the line,” the association said. “Without a national consensus, no agreement should be made at the defense ministers’ talks next month regarding NLL.”

North Korea has never agreed to the limit line, which was established by a a United Nations commander in 1953. In 1999, the two Koreas’ navies clashed in a battle after the North crossed the line. Another sea skirmish took place in 2002 with the loss of six South Korean soldiers.

Experts also expressed concern that the military border was pushed aside in the name of economic cooperation. “Building the peace zone in the Yellow Sea and allowing the North’s civilian vessels to directly travel in the western waters on the Haeju route have provided an opening for the North to nullify the Northern Limit Line,” said Yoo Ho-yeol, a North Korean studies professor at Korea University.

Ahn Byung-min, a North Korea expert at the Korea Transport Institute, pointed to the economic gains for the direct sea route. “Inter-Korean maritime shipments have had to detour until now, but the direct route will save a lot of time and logistics costs,” Ahn said. “In terms of the economy, it is a very constructive agreement.”

Fishermen at the northern-most Baeknyong Island worried their movements will still be restricted while North Koreans freely come down to catch fish. “Since the 1970s, the North Koreans frequently violated the border and operated in the southern area,” said Choi Jong-nam, a Baeknyong fisherman. “What if things do not change for us?”
