Rationing in Chongjin, Increased Control of the Civilians

According to the inside source in North Korea, it was revealed on 13th that there has been partially a rationing in Chongjin, North Hamkyung since August.

This is the first time to have checked about nation rationing in Chongjin since the first Summit held on June 15, 2000.

This rationing has begun even before the flood occurred, which was prior to August. This is strong evidence that the North Korean food shortage was not in serious state. There has been acknowledgement that there has been food rationing even after the flood in the beginning of September.

There has been a case of rationing in Moosan, North Hamgyung and some other regions during the first Inter-Korea Summit in 2000. There is high probability that this rationing could have relation to the upcoming 2nd Summit in October.

The insiders spoke on the phone that, “All of a sudden the Chongjin distribution center opened and started supplying to the workers and their families, an old and feeble persons and wounded soldiers with a 15-days-worth of food since August.”

The special rationings that occurred on special occasions, like the birthdays of Kim Jong Il and Kim Il Sung was only given through the factories or People’s Units. The distribution center were often closed or usually used as the place for selling Chinese merchandises. The reason why the rationing has restarted through the distribution center is that the authorities are thinking of long-term rationings.

According to the inside source, the distributed food include corn, wheat and rice. It is hard to tell whether the rice was produced in the South or North because the rice was immediately packaged after it’s been produced from rice-polishing machines.

The inside source said that “Civilians are not in belief that there will be a continuance of rationing even in October, because there was just a 15-days-worth of rationing being distributed in September.” The rationing was only given to people who worked at particular factories which made profits.

Kim, who resides in Chongjin, staying in Hwoiryeong for his export business, claims that, “We have to get our attendance ballot stamped every day in our factory. For people who skip work for no particular reason, they are being ferreted out by the factory manager, and even the secretary of the Party. In the morning, there are so many meetings and conferences being held that it is difficult for us to think straight.”

Also, factories that had stopped functioning due to the electricity and resource loss, made workers show up at work and emphasized the importance of production culture and lifestyle culture, reinforcing the projects of fixing the buildings and cleaning the buildings.

“Our attendance is being reported on daily basis, so if we don’t go to work for several days, we are automatically taken to People’s Safety Agency immediately.”

For people who have made their livings through business are becoming increasingly dissatisfied by having to work in an inefficient factory. Some claim that, “Are we going back to how we used to be,” raising more concerns.

Kim states, “It’s not like they’re giving us abundant supply of food. We were able to breathe a little bit by doing our own business, but now it’s suffocating us to death.”

He added “We are now so strictly controlled with only a 15-days of rationing; can you imagine how much worse it can get if the rationing continues to supply fully in the future?”

The background of rationing has not been clear as of yet.

Kim Jong Il visited North Hamkyung for the onsite inspection in the beginning of August. This could be a temporary remedy taken by Kim Jong Il, to increase the effect of his visit. Furthermore, it could be his ways of increasing control on Hamkyung area, where the commute and trade with foreign countries is active.

The North Korean defector who came to South Korea in 2005, Park Jeong Chul (pseudonym) said, “The rationing can be a temporary remedy to appease the public anxiety with the upcoming Inter-Summit in October. It’s because North Korea has enough provisions for the army and there is pressure from the international society for North Korea to become more transparent, North Korea is pretending to oblige.”

Trading Places

The late 1990s will go down in North Korean history as years of frantic trade activity. As a witty North Korean once put it: “There are two types of people in North Korea now: those who trade and those who are dead.”

I’ve met a number of former North Korean merchants, and today I would like to tell the story of one such woman. The story is typical in many respects, and I suspect that countless thousands of her peers would narrate something similar.

When the Dear Leader died in 1994 and things began to fall apart, Ms. Yoo was in her early 20s, doing semi-skilled work at one of the offices in the North Korean capital.

By autumn 1996, even in privileged Pyongyang, food rations were coming less and less frequently. Ms. Yoo’s office, like many other offices across the country, decided to shrink its workforce.

Every month all workers were given one week free, on the assumption they would somehow fend for themselves. They were not paid that week’s wages, and did not receive rations either.

Essentially, it was Ms. Yoo’s mother who was the brains and energy behind the entire enterprise. A kindergarten teacher, she was a typical Korean “ajumma” at her entrepreneurial best: charismatic, charming when necessary, clever andquick-witted.

Actually, Ms. Yoo did not know much about her mother’s contacts and plans.

Now, a decade later, she still remains ignorant. However, one thing was clear: the mother had good connections among the personnel of the hard currency shops.

How did she manage to acquire such connections? After all, the hard currency shops are staffed with privileged people, while a kindergarten teacher is not very high in the North Korean pecking order.

We know not. At any rate, these connections existed and this fact sealed the fate of Ms. Yoo. It was not what people would talk about so much, but Ms. Yoo believes that many of her colleagues started private trade in those years, when it began to flourish. She was no exception, but her situation was better since her mother would take care of business planning.

Ms. Yoo’s mother chose cigarettes as their major merchandise. The smuggled Chinese cigarettes sold extremely well, the packs were light and so could be easily moved by the girl in her early 20s, and profits were very high.

In late 1996 a pack of ten would cost 280 won in the borderland areas, but could be sold in Pyongyang for 400 won wholesale. Later, Ms. Yoo found ways to buy the cigarettes even cheaper, at 240 won a pack, purchasing the merchandise directly from the smugglers instead of the local go-betweens.

Mother sold the cigarettes to the hard currency shop. It is not clear what happened to the merchandise eventually. It seems that the shop managers simply pocketed the money they received from the sales of the cigarettes.

A single trip would garner a net profit of some 20,000 won, and she could go once a month (sometimes more frequently). Now consider that Ms.Yoo’s official salary was 80 won a month, and her father, a junior college teacher, received something like 150 won a month, so the black market money from the cigarettes ostensibly appears an outrageously large amount of money.

However, in the world of the Pyongyang black market, which began to emerge around that time, this was not seen as a fortune. Still, Ms. Yoo spent no more than 1,000 won a month on herself buying whatever was her fancy.

One of her more extravagant splurges was on a South Korean cosmetics set which cost 800 won, or roughly her official annual salary. At the time she did not quite realize where the goods were produced, since being a good, politically correct girl, she still believed that South Korea was populated by beggars living in constant terror of the sadistic Yankees!

But what about travel permits? After all, for decades no North Korean was allowed to leave the county without a permit issued by the police. Well, by the mid-1990s the travel permit system was in disarray with a single exception: entrance to Pyongyang remained strictly controlled.

However, in most cases money talked, and permits could be issued for a moderate bribe. However, Ms. Yoo and her mother discovered an even easier way. They did not bribe officials but bribed railway policemen, those who were on duty on the North Korean passenger trains.

For 500-1,000 won, plus free booze and some presents, a policeman would make sure that Ms. Yoo would reach her destination and come back with sacks of cigarettes, and he also would take care of her personal security.

Better still, the 500-1,000 won bribe was sufficient for few round-trip commercial expeditions. The trips were hard. The carriages were unbelievably crowded, with people packed everywhere, sitting on roofs and ladders. As Ms.

Yoo describes, “even on the roof one could not see a square centimeter of paint, people there were sitting that tight.” Another problem was the frequent delays, so the journey of some 400-500 kilometers would normally take 2-3 days. Still, the money was good, and Ms. Yoo enjoyed the adventure, and even now, ten years later, she seems to be proud of her ability strike deals, calculate profits and losses, and find suppliers.

However, Ms. Yoo’s business activity did not last for long. Somewhat against her will, she found herself lured (or kidnapped) to China and soon fate turned in a way which made a return home impossible.

This map covers North Korea’s agriculture, aviation, cultural locations, manufacturing facilities, railroad, energy infrastructure, politics, sports venues, military establishments, religious facilities, leisure destinations, and national parks. It is continually expanding and undergoing revisions. This is the fourth version.

Additions to the latest version of “North Korea Uncovered” include the city of Manpo along the Chinese border, KEDO, Kumgang Resort expansion, Kaesong Industrial Zone, as well as a few more parks, antiaircraft sites, dams, mines, canals, etc. I have also added more links in the menu which will tell the viewer a bit about the locations themselves. I have also changed the color scheme to make the collage easier to view.

Disclaimer: I cannot vouch for the authenticity of many locations since I have not seen or been to them, but great efforts have been made to check for authenticity. These efforts include pouring over books, maps, conducting interviews, and keeping up with other peoples’ discoveries. In many cases, I have posted sources, though not for all. This is a thorough compilation of lots of material, but I will leave it up to the reader to make up their own minds as to what they see. I cannot catch everything and I welcome contributions.

I hope this map will increase interest in North Korea. There is still plenty more to learn, and I look forward to receiving your additions to this project.

International Train Crew is the Best Job in North Korea

The term for the train crew of North Korean Pyongyang-Beijing international rail connecting North Korea and China is limited to two years, relayed a related person of Dandong Customs in China on the 22nd.

The source at the customs said in an interview with DailyNK, “The crew of Pyongyang-Beijing international rail is a very competitive position. Only by paying a significant sum of bribe can one gain such a position.”

The source said, “Most of the international rail crew simultaneously trade. The crew who can conduct secret trade via trains is known as a covetable profession among the North Korean citizens.

Further, “The term of employment for North Korean crew do not surpass two years. There is so much corruption and the positions are quickly exchanged after the upper-level management receiving bribery from other applicants.”

He said that he has received introductions from new North Korean crews to watch over them during the 2 years.

The person said, “Most of the crew do secret trade. They think that they have offered that much, so they should earn that much as well. There are many instances where even the customs is aware of what is going on.”

He said that the product which is usually traded is cigarettes. “Cigarettes are brought in North Korea at around 4 boxes (around 2,000 packs) per a person.”

“They relay goods that outsiders send and also goods that cannot legally come out of North Korea. Please understand my difficulty in revealing the situation in greater detail. All kinds of goods can be secretly brought onto trains.”

The cigarettes are a favorite good which both the North Korean and Chinese customs make efforts to pay back the duties. However, by bringing these cigarettes secretly into North Korea without the payment of duties, the making of money is inevitable.”

The source said, “According to what I have heard from Chosun (North Korea) crews, there is a saying that failure to earn several hundreds of thousands of dollars during the two years is moronic. How many train crew are there? They consider the international rails as private trading floors, so what is there that they cannot do? I know of workers of the international freight trains who saved over 50,000 dollars.”

He said, “While observing North Korean railroads for over 10 years, I only saw once one person working as a crew for the freight train for four years.”

International rail between China and North Korea operates twice weekly. 2-3 passenger trains on the back of the Pyongyang-Shinuiju rail and 1 freight train have been divided as international rails and operate to Beijing.”

N. Korean workers in Gaeseong complex to receive 5 percent pay raise

South and North Korea on Friday agreed on a 5 percent pay raise for North Korean workers employed by South Korean companies in an industrial complex just north of the border, officials were quoted as saying by Yonhap News Agency.

Last month, the North notified South Korea that North Korean workers will refuse to work extra hours or on weekends and holidays starting from August unless they get a 15 percent raise in their basic wages.

In a new deal, North Korean workers working in the Gaeseong industrial complex are to earn about $60.375 in basic pay, including insurance, which accounts for 5 percent of the total.

This is the first time that North Korean workers have received a pay raise since the complex began operations in late 2004, in spite of such demands being made several times.

The industrial complex, the crowning achievement of a landmark summit between the leaders of the two Koreas in 2000, is one of the two major cross-border projects that South Korea has kept afloat in spite of United Nations sanctions on the the North following its nuclear weapon test in October. The two Koreas also run a joint tourism project at the North’s scenic Mount Geumgang.

Kaesung Industrial Complex Workers Refuse Overtime or Special Work?

As August 1st was the deadline that North Korea placed for a 15% increase in the wages of the Kaesung Industrial Complex laborers, companies have raised their guards on the changes of this situation.

North Korea had claimed before that if South Korean companies wouldn’t raise the wages by 15%, it would refuse to work overtime or work on special duties. If North Korea carries out such policies, it is predicted that there will be a setback for companies entering the Kaesung Industrial Complex.

The labor regulations that North Korea and South Korea agreed on limit the range of annual wage increase to 5%. If wages are raised to North Korea’s requests, minimum wage will increase from $57.50 to $66.00 and overtime (4 hours X 26 days) and special work (4 times a month) will near $118 per month.

Companies have decided to negotiate with the North by preparing a guideline through which they could compromise between both sides.

Kim Kyu Chul, Representative of the Forum for Inter-Korea Relations, a citizens group for economic cooperation between South and North Korea expressed his concern stating, “An overwhelming wage increase will be a great burden to companies and thus it is inevitable to control the amount of output and there is a good possibility that start-up companies will put their businesses on hold or give up.”

According to the Forum, the productivity of the Kaesung Industrial Complex remains at a mere 50% that is less than factories of China or Southeast Asia. The assertion is that the payability will worsen if wages are drastically increased with conditions of low productivity.

On the other hand, North Korea also requested the construction of a child care facility along with the wage increase and thus the Kaesung Industrial Complex Committee of Enterprises (Chairman Kim Ki Moon, Central Chairman of SME’s) opened a temporary hearing on July 26th and decided to implement a policy of an 8-month unpaid child care leave instead of a child care service.

North Korean Grade 1 Driver’s License Near Impossible to Obtain

“There is no better way to make a living than being a driver in North Korea. By delivering food, vegetables and even lumber for winter use to companies, one can take a portion as a driver too. Even when transporting radishes or cabbages for Kimchi (Korean cabbage pickles) one can always put aside the ones of best quality in a plentiful amount.”

Defector Kim Choong Il [pseudonym] who had come to South Korea due an unavoidable situation had worked in North Korea as a driver for a company. Reminiscing his days as a driver in North Korea he smiled and even said that he missed the life.

“People who need cars come ask and even bring gas so there are no expenses on my part. I just need to drive. I rarely even ate at home. Most of the time I was treated out. Because there are no means of transportation, everyone wants to use cars. I even make some business when I drive long distances for company-related work. Sometimes when I drive a couple merchants on the road because they beg me to give them a ride, I get drinks and cigarettes for free.”

In South Korea, any healthy adult – male or female – is eligible for driver’s license. However in North Korea, there are several classes of driver’s licenses and they limit the training of drivers. Driver’s licenses are that much recognized in North Korea.

In South Korea, being a driver is not the ideal profession but in North Korea, a “car driver” is very popular. Once you obtain your driver’s license and get assigned to a truck, you never have to worry about making a living again. The income is fairly good.

Kim said, “There is just one time that I faced a difficult situation working as a driver.”

A Conscientious Accountant is the First to Starve

He said, “While transporting radishes and cabbages for the company employees’ use, I put aside 2 tons for an accountant and myself. If a driver takes it alone then he’ll be caught by the accountant so the two collaborate to embezzle goods. But the new accountant was a conservative and nice woman. She refused the 1 ton of cabbages that had been allotted to her and demanded that I bring back my portion too. I begged her “to turn the other way” but it didn’t go through. I ended up restoring the cabbages and radishes.

Moreover, he said, “this nice accountant was the first to starve when the food rations ended in 1995. She had been conservative and waited for rations from the Party but ended up dying. I survived. Even in the Great Starvation period, none of the drivers starved to death.”

To obtain a driver’s license in North Korea, one must learn about the basic structure of the car and simple maintenance operations along with a year of driving practice at an automobile driving school. After a year of education and passing the test, a diploma is given.

Only with this diploma the Automobile Management Bureau of the provincial Safety Agency (County Police Agency) gives out an official driver’s license. At this time a Grade 4 is given. With this “Grade 4”, one can’t automatically start driving.

There are heavy equipment driver’s license to operate excavators and tractors and automobile driver’s license. Heavy equipment driver’s license has 7 grades and automobile driver’s license has 4 grades.

Most “Grade 4” drivers work as assistant drivers to drivers with much experience for at least 3 to 5 years and gain experience and skills on driving and car repair. Even afterwards, one must give bribes to the affiliated company (factory) to receive one’s own car and drive.

Grade 1 License is Nearly Impossible

Once a driver who has been distributed a car drives without any accidents, their grade is raised once every 3 to 5 years. If they get into an accident, the promotion rate slows down.

According to the testimony of another defector Choi Young Chul [pseudonym] who had worked as a car driver, most drivers obtain a “Grade 4” status after 10-15 years of experience. However, from “Grade 3” it’s not just driving that one must excel at. From “Grade 3” regardless of years of experience and lack of accidents, one must pass the National Public Official Exam to obtain [higher levels].

“Grade 3 drivers are given the same license as a college graduate. In Kimchaek City where I lived there were only two people who had a Grade 2 driver’s license,” he said.

Choi said, “To obtain a “Grade 1”, you must be able to build a car. Realistically even if most drivers drive long-distance for more than 30 years, they remain at “Grade 4”. Even if you graduate from Dukcheon Automobile College (3 years), you’re only given a “Grade 4″. If you graduate with flying colors, you’re given a Grade 3.”

The reason it’s hard to obtain a “Grade 3″ driver’s license in North Korea is because drivers must have overall knowledge about maintenance as well as thorough knowledge and skills on repair.”

With a highway system that is deteriorated and the absence of a car repair system, the frequency of break downs or troubles are very high. Also, most civilian cars excluding military cars have a severe deterioration.

Choi also exposed, “There is an item that North Korean drivers never forget when they leave for a long distance trip. Lighters, rice, drinking water and a pot are integral. It’s like our life. When there’s a severe problem and it’s impossible to fix on the spot, they survive off of the rice and call the factory and wait. Most drivers who have driven for 10 years struggle from gastroenteric trouble.

It’s Choi’s explanation that if a car breaks down in an uninhabited area in the winter or a mountainous road, it can eventually lead to a human casualty. Thus it is the driver’s burden to take care of the damages and repair as well as the casualties from it.

On the other hand, the North Korean military trains army drivers for the military through a separate driving school in each troop. Recruits who had just graduated from middle-high school receive education for a year at the driving school to work as army drivers. In “Ohro Driving School” in Youngkwang, South Hamkyung Province and “Lanam Driving School” in Lanam-district, Chongjin, North Hamkyung are representative army driving schools in the Hamkyung Province areas.

Once they finish their rookie training and dispatched to a base, they fulfill their army duty by working as a car driver. After being discharged, these military drivers must go to the corresponding Defense Department Automobile Management Bureau and exchange their licenses with societal driving licenses.

The amusing fact is that at this time most army drivers receive societal driving licenses that is a grade lower than one that was given in the military. It is also evidence that the North Korean society does not trust the discharged soldiers who tend to cause accidents frequently.

INTER-KOREAN RELATIONS

Following two days of talks between economic representatives of the two Koreas at the Kaesong Industrial Complex, South Korea announced on July 7 that it would begin shipping raw materials to the North in exchange for DPRK natural resources. South Korea shipped 800,000 USD of polyester fabric on July 25, and is set to send the rest of the materials by the end of November. North Korea accepted South Korean prices for the goods, and will pay transportation, cargo working, and demurrage costs, as well. South Korea will pay for shipping, insurance, and the use of port facilities. On 28 July, a South Korean delegation left for the North in order to conduct on-site surveys of three zinc and magnesite mines. The team will spend two weeks in North Korea.

It was reported on 17 July that North Korea proposed a joint fishing zone north of the ‘Northern Limit Line’ dividing North and South territorial waters to the west of the peninsula. Seoul turned down the offer.

Inter-Korean military talks broke down early on 26 July after only three days of negotiations as North Korea insisted on the redrawing of the Northern Limit Line.

North Korea demanded on 27 July that workers in the Kaesong Industrial Complex be given a 15 percent pay raise. The North Korean workers will not work overtime, weekends or holidays beginning in August unless the raise is granted.

It was reported by the Korea International Trade Association on 26 July that inter-Korean trade was up 28.6 percent in the first six months of 2007, totaling 720 million USD.

RUSSIA-DPRK INVESTMENT

It was reported on 19 July that Russia and North Korea have agreed to connect Khasan and Najin by rail, enlisting investment from Russian oil companies interested in an inactive refinery at Najin Port capable of processing up to 120,000 barrels per day. The project is estimated to cost over two billion USD.

MONGOLIA-DPRK RELATIONS

During a four-day visit to Mongolia by Kim Yong-nam beginning on 20 July, the two countries signed protocols on cooperation on health and science, trade and sea transport, and labor exchange issues. This follows on the heals of an agreement to allow South Korean trains to travel through North Korean territory on to Mongolia in route to Russia and Europe.

JAPAN-DPRK PROPAGANDA

Japan took one step further to recover abductees in North Korea this month when the government began broadcasting propaganda into the DPRK intended for Japanese citizens. The broadcasts are made in Korean and Japanese (30 minutes each) daily, and updated once per week.

U.S.-DPRK PEACE PROSPECTS

U.S. Ambassador to the ROK Alexander Vershbow stated that Washington was prepared to negotiate a permanent peace regime on the Korean Peninsula by the end of the year if North Korea were to completely abandon its nuclear ambitions.

 

EGYPT-DPRK INVESTMENT

The Egyptian company Orascom Construction Industries announced a 115 million USD deal with North Korea’s state-owned Pyongyang Myongdang Trading Corporation to purchase a 50 percent state in Sangwon Cement. To put this in perspective, the deal in worth more than four times the amount of frozen DPRK funds that had caused six-party talks to break down and delayed the implementation of the February 13 agreement.

NORTH KOREAN SOCIETY

The Economist reported on 7 July that, according to foreigners living in the North’s capital, concern for petty law appears to be weakening. Citizens are reportedly smoking in smoke-free zones, sitting on escalator rails, and even blocking traffic by selling wares on the streets.

It was reported on July 11 that a letter sent earlier in the year by the North Korean Red Cross indicated severe shortages of medical supplies. The letter stated that North Korea would accept any medicine, even if it was past expiration, and accept all consequences for any problems that arose from using outdated supplies. The (South) Korea Pharmaceutical Manufacturers Association had no choice but to reject the request.

Events were held on July 11 in North Korea in order to promote women’s health and well-being issues. Marking World Population Day, a North Korean official stated that the DPRK has cooperated with the UN Population Fund since 1986, and is now in the fourth phase of cooperation.

Seeing entertainment venues as a “threat to society”, North Korean security forces have been implementing a shutdown of karaoke bars and Internet cafes. These venues mainly cater to traders in the northern regions of the country.

It was reported on July 13 that construction of North Korea’s first all-English language university was nearing completion. The Pyongyang University of Science and Technology, funded largely by ROK and U.S. Christian evangelical groups, will hold 2600 students and offer undergraduate and post-graduate degrees in business administration, information technology, and agriculture.

Local elections were held on 29 July for DPRK provincial, city, and country People’s Assemblies. 100 percent of 27,390 candidates were approved with a 99.82 percent turnout reported.

North Korea has demanded a 15 percent pay raise for its workers from South Korean companies at an inter-Korean industrial complex just north of the border, sources said Friday.

In a bid to press for their demand, the North notified South Korea that North Korean workers will refuse to work extra hours or on weekends and holidays starting from August, they said.

In the Kaesong industrial complex, North Korean workers earn about US$57 a month, including a $7 insurance payment, so their basic wages will increase to $66 if the North’s demand is accepted, according to officials.

No pay raise has been given since the complex began operations in late 2004, in spite of such demands being made several times.

“It seems like North Korea is demanding a pay increase accrued since 2004. We will decide on a pay raise at a reasonable level after consultations with the North Korean authorities,” a Unification Ministry official said.

Currently, 26 South Korean companies employ about 15,000 North Korean workers in Kaesong, including construction and office workers, at the site developed on a trial basis.

The number of North Korean workers is expected to increase to more than 350,000 when the complex becomes fully operational by 2012. Monthly production in the complex exceeds US$10 million.

“If the basic wage is increased to $66 and North Koreans work extra hours or weekends, South Korean companies will have to pay an average of $118 per month. Then the advantage of cheap labor in Kaesong will decrease,” said Kim Kyu-cheol, president of the South-North Korea Forum.

The industrial complex, the crowning achievement of a landmark summit between the leaders of the two Koreas in 2000, is one of the two major cross-border projects that South Korea has kept afloat in spite of United Nations sanctions on the the North following its nuclear weapon test in October. The two Koreas also run a joint tourism project at the North’s scenic Mount Geumgang.

North Korea’s living exports

It has been known since the early 1990s that North Korea exports manpower to eastern Russian logging sites. But two remarkable incidents over the past years reveal that the foreign-currency-strapped nation also sends laborers to other, somewhat less expected places in the world.

When North Korea won a soccer game over Japan at the Asian Games in the Qatari capital Doha last December, its cheerleaders became so excited that they rushed on to the field and carried the players on their shoulders around the grounds. They could do that, because the North Korean cheerleaders were not, as cheerleaders usually are, young, petite women. They were all male – sturdy, middle-aged construction workers who belonged to the contingents of laborers that the North Korean government is sending to work in the Middle East.

Then, in January, the managing director of an unnamed construction firm was found slashed to death, and one of his workers hanged, in a building in the East Malaysian riverside town of Sibu, on the fringes of the jungles of Sarawak. The businessman was identified as Ri Won-gil, 52, and the worker as Kim Kwong-ryun, 47 – both North Koreans. Their company had “been doing contract work here for years”, the Malaysian Star newspaper reported, although it was not clear what kind of work that was.

As many as 70,000 North Koreans are currently working in various countries, Kim Tae-san, a defector who testified last year on North Korean migrant labor to the European Parliament, told US-financed Radio Free Asia (RFA) this year. Other estimates are considerably lower, but it is evident that labor export is becoming an important source of income for the government in Pyongyang.

Today, North Korean workers are found not only in Russia, Malaysia and Qatar but in Dubai, Mongolia, the Czech Republic, Poland, Bulgaria, Libya, Saudi Arabia and possibly also some African countries. Many are dispatched through labor agencies based in China, and most of their salaries end up in the coffers in Pyongyang. As North Korea does not publish any economic statistics, it is not known exactly how much it earns from exporting labor to other countries, but is it believed by North Korea-watchers to be bringing in millions of US dollars annually.

In addition, tens of thousands of North Koreans are working illegally in China, and sending money home to their relatives. This may not directly benefit the Pyongyang regime, but it helps alleviate poverty in the country, and therefore stifle possible social unrest on the level that actually hit the North Korea during the great famine in the early and mid-1990s. On a more organized level, trusted citizens are sent by Pyongyang to work in North Korean-run restaurants not only in China – Beijing and Shanghai – but also in Russia, Cambodia, Thailand and Laos. Profits from those enterprises are, naturally, sent to Pyongyang, or to support the activities of North Korean diplomatic missions in those respective countries.

Russia, or the erstwhile Soviet Union, is the oldest destination for North Korean labor, and it probably began when in 1967 Soviet secretary general Leonid Brezhnev and North Korea’s Kim Il-sung reached an agreement to bring manpower to sparsely populated eastern Russia. In September 1996, Amnesty International stated in its “Democratic People’s Republic of Korea/Russian Federation: Pursuit, Intimidation and Abuse of North Korean Refugees and Workers”, one of the earliest reports on the subject: “North Korea brought in the manpower and ran the logging sites, while the Soviet Union provided the natural resources. The profit, reportedly many million dollars over the years, was split between the two countries.” Some of the income was also reportedly used to pay off North Korea’s debt to Russia.

Today, according to Moscow’s Ministry of Economics, 90% of North Korea’s “exports” to Russia consist of workers. An estimated 2,500 North Koreans are to be found in Primorye, or the maritime region adjacent to the Sea of Japan, and almost all of them work at construction sites in Vladivostok and Nakhodka. According to local sources, they sleep in dormitories and eat together under portraits of the late Kim Il-sung and his son, current ruler Kim Jong-il.

Political classes are held every week under strict supervision of members of the ruling Korean Workers’ Party. The supervisors, who belong to North Korea’s security police, also collect their salaries from the Russian construction companies that have hired them, and give the workers only food and some pocket money. The bulk of their incomes are sent back to Pyongyang, or used to buy computers and other electronic equipment for North Korea’s small but burgeoning information-technology industry.

Many more North Koreans – the exact figure is not known but is believed to be at least 10,000 – work under similar conditions in logging camps in Khabarovsky krai (region) and Amursky oblast (province). The main camps in Khabarovsky krai are around Chegmodyn and Alonka in the Verkhnebureinsky region, in the wilderness some 680 kilometers north of Khabarovsk. In Amursky oblast, logging camps with North Korean workers are found in the north along the Yuktali, Yukcha and Gilyui rivers, and along the Arkhara River in the southeast. Fenced off with barbed wire, these camps are in extremely remote areas from which it is almost impossible to escape.

Some Russian logging firms – now all privately owned since the collapse of the Soviet Union and its communist system in 1991 – pay in cash, while others reportedly let the North Koreans keep 40% of the timber they fell as payment. Those logs are sent to North Korea by train, and resold to China, or used in North Korea itself, which has almost no forests left and therefore no timber.

According to Lyudmila Erokhina of the Vladivostok State University of Economics and Services, North Korean workers are preferred in the Russian Far East because they work hard and never complain: “They were brought up as law-abiding citizens in a strictly controlled society.” On the other hand, Chinese and Vietnamese guest workers in the Russian Far East are known to have raised demands for better working conditions, and are alleged by many Russians to be engaged in sometimes dubious local businesses, often in black or gray areas.

The good behavior of North Korean workers and their willingness to put up with harsh conditions may have been selling points when in more recent years Pyongyang began sending laborers to the Middle East, where they, according to RFA, mostly perform “low-skilled labor, such as plastering and bricklaying. The North Korean workers receive meager wages, even lower than the Nepalese workers, who have been known to receive the lowest pay of all foreign laborers” in, for instance, Qatar.

“The entire wage received by North Korean workers goes to the North Korean authorities. In order to make some money they can keep, they have to moonlight,” RFA quoted a South Korean resident in Qatar as saying. Thousands of North Korean construction workers are reported to be living under similar conditions in the United Arab Emirates and Saudi Arabia.

In the Czech Republic, hundreds of North Koreans, mostly women, work in factories producing auto parts, or as seamstresses in the garment industry. According to the US State Department’s 2006 Trafficking in Persons Report, the North Korean regime “provides contract labor for private industry in the Czech Republic. There are allegations that this labor is exploitative, specifically that the DPRK [Democratic People’s Republic of Korea] government keeps most of the wages paid to the North Korean workers and that workers’ movement is controlled by DPRK government ‘minders’.”

Since the formerly communist Czech Republic joined the European Union in 2004, it has been compelled to investigate the conditions of North Korean workers in country. But according to the US report, the Czech government “to date … has not confirmed that they enjoy freedom of movement away from DPRK government ‘minders’ and are not subject to other coercive practices, such as the collection of a majority of the workers’ salaries by DPRK officials”.

Soon, however, the North Koreans in the Czech Republic may be going home because of international pressure. No new work permits will be issued to them, and those who have permits will not have them renewed, which means that by the end of this year there will be no more North Korean workers in that country. The main problem from the Czech government’s point of view is that, since it joined the EU, tens of thousands of its own workers have left to seek higher wages in western Europe, so foreign labor is badly needed. And who could be better than hard-working, compliant North Koreans?

But if they are no longer wanted in the Czech Republic, there are many other countries willing to hire North Koreans – and, as long as Pyongyang needs foreign currency, the export of labor is also likely to continue.
