Citizen Mobilization Kicks Off Early

According to sources within North Korea, citizens have been mobilized to produce fertilizer and ordered to submit scrap materials for use by the state in an attempt to bring to fruition the New Year’s Statement, in which light industry and agriculture were promoted as the main frontiers for development in 2010.

One source from North Hamkyung Province told The Daily NK on the 3rd, “The first battle of this year began on the 2nd of January. A decree was issued, stating that each adult resident has to provide 50 kilograms of fertilizer to surrounding farms.”

He went on, “Middle school students of 11 and above have to provide 30 kilograms of fertilizer to their school, and any senior citizen over the age of 60 has to provide 30 kilograms of fertilizer to their neighborhood office. This fertilizer production battle will continue until the end of March”.

This is an unusual duration, the source explained, “The annual fertilizer production battle is normally completed on February 15th, but this year the authorities are emphasizing the importance of agriculture and, as a result, declared the completion date to be the end of March.”

“The production of fertilizer is an annual event, however, its target volume and duration has doubled. The lack of available fertilizer has already initiated competition between workplaces to secure access to public toilets and dumping grounds.”

A different source in Yangkang Province explained how things were being done there, “Middle school students over the age of 15 up to adults under the age of 60 have to provide fertilizer privately to surrounding farms by sled. Students from 1st to 3rd grade in middle school and senior citizens over the age of 60 have to provide the fertilizer to a neighborhood location designated by municipal committees of the Party.”

According to the same source, the temperature in Hyesan was -26C on the 2nd when workers from each workplace and factory, and residents of people’s units, assembled in the square in front of the Kim Jong Suk Art Hall to transport the fertilizer by sled to nearby farms in Chun-dong, Geomsan-dong and Wun-dong, and to Hwajeon Cooperative Farm, causing problems.

The source explained that the farms were up to 16 kilometers away, so, “Numerous people suffered from frostbite during the transfer.”

In addition to production of fertilizer, each workplace and organization received instructions to submit scrap metal, paper, rubber and vinyl. On this topic, the source commented, “Residents are making a hoo-ha about the requirement to submit unused materials for light industry like scrap metals. During the vacation in January, each middle school student is supposed to produce fertilizer and provide ten kilograms of scrap metal plus five kilograms of scrap paper and rubber to a designated depot. When such tasks are completed, the student gets a certificate from the depot and then has to show it to school.”

The source concluded, “Residents are already concerned about the possibility of increased compulsory mobilization even worse than that for the 150-Day Battle last year.”

Goethe Institute opens-closes library in Pyongyang

UPDATE: In 2004 Germany’s Goethe Institut opened a reading room in Pyongyang (see Choson Sinbo article below). This week it was closed. According to Deutsch Welle:

After five and a half years in operation, the Goethe-Institut in North Korea has said it will close its reading room in the capital city of Pyongyang due to censorship concerns.

The institute, a non-profit organization that promotes the study of German language and culture in 91 countries, opened the reading room in June 2004. It was the first and only Western cultural institution to establish itself in the communist country.

Raimund Woerdemann, director of the Goethe-Institut in Seoul, told Deutsche Welle that, contrary to an agreement made with the North Korean government, access to the center was often hindered.

“The building in which the reading room was located was often locked from the front,” he said. “There was a permanent construction site in front of the back entrance: not a welcoming situation.”

To his knowledge, there has never been an Internet connection in the Pyongyang center, said Woerdemann, and attempts to establish an Intranet connection with other North Korean educational institutions were interrupted on multiple occasions.

The reading room is slated to close in summer 2010. Woerdemann added, however, the Goethe-Institut would make an effort to maintain positive relations with North Korea through participation in the North Korean-German Friendship Society, the Committee for Cultural Relations Abroad and other partnerships.

Criticism from Berlin

The decision to close the reading room has met with strong criticism from the German parliament. Phillip Missfelder, parliamentary foreign policy spokesman for Chancellor Angela Merkel’s CDU issued a statement Wednesday, calling the closure “a bitter experience and a big disappointment for everyone who has stood up against resistance to cultural exchange and for the gradual opening of communist North Korea.”

The move represented “the end of an important aspect of German foreign policy in the areas of culture and education, which was a ray of light in the darkness of the repressive, totalitarian government in North Korea.”

In the statement, Missfelder said the CDU parliamentary group takes the closure “very seriously” and would make every effort to reverse the decision.

The center in Pyongyang was founded with the aim of reducing the information deficit in the country, offering unrestricted access to the Internet and free press, networking with South Korea and other countries, and promoting literature.

The Pyongyang reading room has been removed from the Goethe Institute’s web page, although not all of the links have been removed.

UPDATE 1: According to Korea.net, the Goethe Institut plans to expand Pyongyang reading room:

On the sidelines of the International Federation of Library Associations and Institutions (IFLA) conference last week, a German cultural institution reaffirmed its commitment to promote freedom and democracy in North Korea.

The Goethe Institute, an NGO sponsoring German language and culture worldwide, said it is ready to expand its collection of media resources in North Korea.

The institute opened a reading room in Pyongyang in 2004 where North Koreans can freely access a variety of German media, including books, newspapers, and music. The content is completely uncensored and accessible to all North Koreans. That was the condition under which Goethe Institute agreed to open the reading room, said Jurgen Keil, director of the Goethe Institute in Seoul.

“The reading room has been received very positively by North Koreans. We hope that it can contribute to normalizing North Korea’s relations to the outside world,” Keil said.

The efforts mirror a similar German diplomatic strategy in the 1970s when then West German Chancellor Willy Brandt pursued a policy of “Change through Rapprochement” of easing ties with East Germany through a series of reconciliatory measures.

Former President Kim Dae-jung made reference to this strategy when he formulated the South Korean “Sunshine Policy.”

Claudia Lux, IFLA president-elect, stressed that “knowledge is always a step toward freedom.”

Keil added that many North Koreans can speak German. Until German reunification in 1989, a great number of North Koreans were living and working in East Germany.

North Korea was eager to establish the reading room in order to boost its international diplomatic profile, even though the content available there undercuts the strict censorship imposed by the country.

The reading room in Pyongyang currently holds 4,000 items. Keil said it plans to gradually increase the number to 8,000 in the coming years.

ORIGINAL POST: From the Choson Sinbo (August 14, 2004):

A library of German science books was opened in central Pyongyang on June 2, as the first institution where people can freely read foreign books.

The library was opened in cooperation between Pyongyang’s DPRK-Germany Friendship Association and Germany’s Goethe Institute.

The library has 4,000 scientific books in natural and social sciences and leading German newspapers and magazines. In addition, the library has various kinds of movie tapes, music CDs and cassette tapes and audiovisual education aids for German language study.

It is the first time that the DPRK has opened a library of scientific books of a specific Western country.

An official concerned with the library said that the institute aims at introducing advanced science and technology of Western countries and at promoting mutual understanding between the DPRK and Germany by spreading Germany’s scientific books in the DPRK.

The library introduces German books to libraries of domestic universities and research institutes while allowing people to freely read German books, newspapers and magazines. It lends books to users.

Accepting users’ requests the library orders books from the Goethe Institute, a nongovernmental cultural organization of Germany. Pyongyang’s counterpart offers requested books to the library free of charge.

The library has plenty of natural science books, such as books of medical science, information technology, geology, physics, architecture, chemistry and biology. In addition to natural science books, there are books of German literature, art, philosophy and books of social science including law and history.

According to an official concerned, main users of the library are university students, researchers and scholars.

Officials said that a delegation of the Goethe Institute plans to visit Pyongyang in September to provide 4,000 more books to the library. The Goethe Institute also plans a training course for librarians to staff the library.

Kim Mun Ik, 57, an official of the Association of External Cultural Liaison, said, “The DPRK is not an ‘exclusive country.’ The library is a clear indication that we have been open to the outside, receiving foreign things as far as these are useful for us and now we are making every effort to develop relations with foreign countries, even with Western countries.”

ROK approves delegation to visit PUST opening

UPDATE 4:  More on the Leadership of PUST from Houston Business Journal:

A Rice University professor has paved the way for a private university in North Korea.

Malcolm Gillis, the Ervin Kenneth Zingler professor of economics and professor of management, is part of a four-person committee that founded the Pyongyang University of Science and Technology, which will open next spring.

Members of the committee include founding President James Chin-Kyung Kim; Chan-Mo Park, former president of Pohang University of Science and Technology in South Korea; and Jung Bae Kim, former president of Korea University.

Gillis, who was president of Rice from 1993 to 2004, said the project goes back to 1997 when he met with the late Kim Dae Jung, then president-elect of South Korea, to engage in peace talks between North and South Korea.

PUST will offer programs for information technology, industry and management, and agriculture studies, with plans to open new schools for architecture, engineering and public health in the near future.

UPDATE 3: According to Yonhap:

“North Korea is stumping for opening this university,” Kim Jin-kyung, co-president of the Pyongyang University of Science and Technology, said, returning from a three-day trip to the North Korean capital.

“There are many difficulties, but we are aiming to open the school within this year,” Kim said. He is also president of the Yanbian University of Science and Technology, run with South Korean non-governmental funding, in the Korean autonomous prefecture of Yanbian, northeastern China.

The school seeks to first accept 150 students in the fields of information and communications engineering; agricultural biotechnology and food engineering; and industrial management, he said.

All lectures will be in English, and students will be required to meet the paper-based TOEFL score of 550, Kim said. North Korea has already recruited prospective students among “carefully chosen elites” who studied at top North Korean schools like Kim Il Sung University and Kim Chaek University of Technology, he added.

“North Korea asked us to get the school to have competent faculty members,” he said. “We expect the South Korean government to lend support in the larger context of inter-Korean reconciliation.”

Park Chan-mo, a science and technology advisor to President Lee Myung-bak who attended the completion ceremony with Kim, said Seoul is supportive.

“The fact that (the government) gave permission to the North Korea trip shows it has a will to lend support,” Park said.

The school will be reportedly co-headed by North Korea’s vice education minister, Jon Kuk-man. North Korean media reported the South Korean delegation’s departure earlier Thursday.

UPDATE 2: According to KCNA:

First-Phase Construction of University of Science and Technology Completed

Pyongyang, September 16 (KCNA) — A ceremony for the completion of the first-phase construction of Pyongyang University of Science and Technology was held Wednesday.

Present there were Jon Kuk Man, vice-minister of Education, officials concerned and members of a delegation led by Chin Kyung Kim, founding-president of the university.

Speeches were made there.

After a certificate on nominating the co-managerial president of the university was conveyed to the founding-president, the participants looked round the building of the university completed as the first-phase construction.

James Kim, an American businessman turned educator, once sat in the very last place that anyone in the world would wish to be: a cold, dank prison cell in Pyongyang, the godforsaken capital of North Korea.

Kim, who had emigrated from South Korea to the United States in the 1970s, had been a frequent visitor to Pyongyang over the years in pursuit of what, to many, seemed at best a quixotic cause. He wanted to start an international university in Pyongyang, with courses in English, an international faculty, computers, and Internet connections for all the students.

Not only that — in the heart of the world’s most rigidly Communist country, Kim wanted his school to include that training ground for future capitalists: an MBA program.

During one of his trips to the capital in 1998, with North Korea in the midst of a famine that would eventually kill thousands, the state’s secret police arrested Kim.

North Korean dictator Kim Jong Il didn’t lock up the educator for being crazy. He got it in his head that the oddly persistent American — who at the time, among other things, was helping to feed starving North Koreans with deliveries of food aid from China — was a spy.

So for more than 40 days, Kim languished in a North Korean prison. An evangelical Christian, Kim wrote his last will and testament during those days, not knowing if he’d ever get out.

Which makes where he plans to be in mid-September all the more astonishing. Kim will lead a delegation of 200 dignitaries from around the world to North Korea for the dedication of the first privately funded university ever allowed in the Democratic People’s Republic of Korea: the Pyongyang University of Science and Technology (PUST).

The school will have an international faculty educating, eventually, around 600 graduate students. Kim dreams ultimately of hosting an industrial park around the PUST campus, drawing firms from around the world — a North Korean version, as bizarre as it sounds, of Palo Alto or Boston’s Route 128.

There will be Internet access for all, connecting the students to an outside world that they’ve heretofore been instructed is a hostile and dangerous place. And among the six departments will be a school of industrial management.

“We ended up not calling it an ‘MBA program,'” jokes David Kim (no relation to James), a former Bechtel and Pacific Gas & Electric executive who has relocated to Pyongyang to help set up PUST, “because they [the North Koreans] think it sounds vaguely imperialistic.”

That the North Koreans are permitting this to happen — that they have given James Kim the nod to create his university, just as he intended — is remarkable.

It’s hard for outsiders to understand just how backward, isolated, and impoverished North Korea is. Since the collapse of the Eastern bloc 20 years ago, fewer and fewer North Korean university students study abroad. Allowing PUST to proceed lets a gust of fresh air into a stilted, frightfully isolated environment.

ORIGINAL POST: Although the Pyongyang University of Science and Technology (PUST) has yet to set an opening date, a South Korean delegation will be visiting the DPRK to commemorate the completion of the facility.  According to Yonhap:

South Korea permitted a delegation from a private foundation to visit North Korea this week to celebrate the completion of a science and technology university jointly built with the North, Seoul’s Unification Ministry said Monday.

The ceremony for the Pyongyang University of Science and Technology is scheduled for Wednesday, according to ministry spokesperson Chun Hae-sung. He said the 20-member delegation will make a three-day trip to the North beginning Tuesday.

The delegation includes Kwak Seon-hee, head of the Seoul-based Northeast Asia Foundation for Education and Culture. The foundation was mostly responsible for organizing donations and fundings for the university, the first to be jointly-operated with an organization not based in the North.

The move marks the first time that the Seoul government has approved a non-humanitarian visit to the North since the communist state carried out its second nuclear test in May.

The date of the school’s opening and other administrative affairs, however, have yet to be decided and must be worked out between the North Korean authorities and the foundation.

Kim Jin-kyung, head of the Yanbian University of Science and Technology in China, will serve as president of the university until its official opening, according to ministry officials.

DPRK restaurant in Dandong

China Daily reports on a North Korean restaurant in the Chinese border city of Dandong (hat tip to O.P.). According to the article:

Choe says she came to Dandong four months ago. Her restaurant is one of Dandong’s most luxurious and one of the few establishments in the Chinese city bordering the DPRK that is still seeing brisk business in the wake of Pyongyang’s nuclear test in May and subsequent missile launches.

The Korea Restaurant, is located near the only bridge linking Dandong and the DPRK, through which the Chinese army reached the DPRK and joined the Korean War in 1950. All of about 20 tables were full on the Saturday afternoon we visited recently, despite prices that are double that of common restaurants in Dandong serving the same food.

Some men from the DPRK in dark yellow or blue suits, with pins of DPRK leader on their chests, also dined there.

Choe’s colleagues, equally young and attractive, wait at tables in blue skirt suits and light makeup. They wear stylish, high-heeled shoes and watches, serving guests with smiles.

“The main reason for the restaurant’s good business is the DPRK waitresses. It’s the easiest way to meet people from that country,” said a taxi driver, surnamed Li.

“Though border trade has been slashed, more and more people are interested in the DPRK after the recent events. You can even see more Westerners here,” Li said.

Shan Jie, board chairman of the Dandong Federal Business Corp which runs cross-border trade, said the waitresses “are by no means common DPRK citizens”.

“They’re all children of DPRK cadres and graduates of Kim Il-sung University. They can speak Chinese, and are very talented in singing and dancing,” said Shan, who has conducted businesses with the DPRK for 16 years. Most of the DPRK cadres attend that university, he said.

The girls were sent to Dandong for training and will have “a promising future as civil servants” when going back home, Shan said.

“It’s a good opportunity for them to practice Chinese and meet Chinese people of all levels. Besides, they earn money for their country,” he said.

Pyongyang has many restaurants in Dandong, and many DPRK ministries such as the ministries of trade and security have their own restaurants there, Shan said.

Choe said the Korea Restaurant is of the same restaurant chain as Beijing Pyongyang Begonia Flower Restaurant, a famous luxury Korean restaurant said to be run by a DPRK merchant with a military background.

When asked whether she is the daughter of DPRK officials, Choe switched to speaking in Korean with a colleague before ending the conversation.

“The girls here mostly work for one and half years I’ll stay for about three years,” Choe said.

“Dandong is pretty and people here are quite nice. But I will go back to my country, Pyongyang is the most beautiful place in the world.”

Friday fun: KCNA and the random insult generator

Though quite familiar to veteran DPRK-watchers, the “colorful” language that fills North Korea’s official news was the subject of a humorous story in the BBC  last week.

According to the article:

A government official recently claimed that North Korea’s official state media has insulted the South Korean president more than 1,700 times this year alone.

That is an average of 10 insults a day.

He is variously called “a lackey”, “a stooge”, “a dictator” and the leader of “a gang of traitors”.

The official admitted that the jibes were sometimes “downright silly”.

At times of extreme hostility the language turns flamboyant, even poetic.

America sank so low in 2003, according to state radio, that even the “piles of manure in the fields” were “fuming out the smoke of hatred.”

It is strong stuff, no doubt, but sometimes the outside world can be tempted to analyse too deeply.

And why do the insults sound so antiquated?

Joo Sung-ha, the defector turned South Korean journalist, says there is an easy explanation for North Korea’s use of seemingly antiquated words like “brigandish” to refer to its opponents.

“They’re using old dictionaries,” he says.

“Many were published in the 1960s with meanings that have now fallen out of use, and there are very few first-language English speakers available to make the necessary corrections.”

So, while North Korea’s rhetoric is certainly worthy of analysis, perhaps we shouldn’t be too alarmed by every outburst.

Education and student labor in the DPRK

The Warped Nature of Gifted Student Schooling

The birth of education for the gifted generated a new social trend which placed great value on science. First senior middle schools grew out of that trend.

In first senior middle schools, students are educated in the natural sciences using high quality text books produced especially for the task.

Only the graduates of these schools can enter elite science universities such as Pyongsung-ri College of Science, Kangkye College of Defense or the elite KimChaek University of Technology. Since 1992, the first generation of graduates has been distinguishing itself in professional fields. Naturally, they have had a great affect on military and scientific technological developments.

Being a first middle school student is even an exemption from compulsory military service.

In addition to being a shelter from undesirable military obligations, as graduates from the school tend to work in better positions in society, the first senior middle school is a great path to a comfortable future.

However, powerful and wealthy parents lobby hard to get their children into a first middle school, and as a consequence what was supposed to be national education for gifted students has degenerated into a school for the children of the rich and politically powerful classes. To add insult to injury, as the numbers of elite first middle school graduates rises, the number of opportunities for other, general students falls even further.

And indeed, since the March of Tribulation in the mid-1990s, this discrimination has grown more and more serious, so now there is practically zero opportunity for average children to enter the first middle school at all, and therefore little chance to use their innate abilities to climb the social ladder.

This is because, during and after the March of Tribulation, ideological training, “[proletarian] class spirit education,” seriously distorted the system of gifted-student education.

Through this “(proletarian) class spirit education,” under the slogan, “Without the revolutionary and proletarian classes we cannot maintain the achievements of the revolution,” the authorities emphasized the need for the Juche Ideology to dominate society. The classes encouraged abhorrence of capitalists and the bourgeoisie via lessons about capitalist contradictions and the superiority of socialist system.

Since 1998, revolutionary education facilities for (proletarian) class spirit education have been built in every province, city, county and neighborhood. This has changed society markedly, because since the Kim Il Sung period, until the March of Tribulation, the only area of life where class or family background had not had an effect on an individual’s chances was education.

This has resulted in the concept of three classes and 51 groups in society, formed originally in the 1970s, being more rigorously applied: the core class (workers, former farm hands, party members, intellectuals educated after 1945, etc.); the unsettled class (traders, intellectuals educated before 1945, former Confucian scholars and etc.); and the hostile class (former rich farmers, former landlords, pro-Japanese factions, religious persons, criminals’ families, those who have been exiled etc.). The unfavorable classes and groups have since grown more sharply defined and discriminated against, with different classes receiving vastly different treatment.

This has cemented a hereditary social system, and the vicious cycle of family background and class being passed down to descendants has irrevocably formed. Of course, the standard for admission to a school is also class. Ability is no longer of any relevance whatsoever. Now, countless young minds just wither on the vine.

General students feel defeatist when evaluating themselves, thinking they are losers with no social footholds. Since they are not elite students, and are not of a favorable class background, their chances are vanishingly small.

So, what do such groups do? Well, parents in lower classes who would have used education to help their kids escape from poverty or an unstable class have developed an interest in other methods, beyond the school gates. Money.

Since they cannot change their family background, these parents and students have started to believe that they need to earn a great deal of money to be able to give their children a chance. Not a side effect the authorities had hoped for. 

Private Education Is Most Effective for Every Class

Since the devastation wrought by the March of Tribulation in the late 1990s, education in North Korea has been firmly on the back burner.

When state food distribution ceased, teachers either could not go to school or simply handed in their resignations, while starving children simply stopped attending school. Therefore, even the basic operation of schools was extremely difficult.

One Seoul-based defector, who used to be in charge of military recruitment, explained the situation vividly, “More than half the candidates for military service came to take their physical examination wearing no underwear during the March.”

A Starving Student Rarely Attends School

Children whose parents had starved to death started appearing in large numbers, wandering the streets. People called them “kotjebi.”

Among those parents lucky enough not to starve, very few in the poorer classes bothered educating their children at all, saying, “Since you can’t move up due to your social status, you don’t need to go school. The only things you need are the reading and arithmetic that are needed in the jangmadang.” This has generated a vicious circle of poverty which continues to this day.

Meanwhile, most children in the middle social classes did not go to school either, but to the markets to do what business they could.

Declining attendances in schools wreaked havoc, of course. Since 2000 the North Korean authorities have been trying to bring schools back to life by harshly punishing parents whose children do not come to school.

Nevertheless, even elite children with politically and financially sound family backgrounds have given up on school. However, their reason is different; their parents are dissatisfied with the poor standard of education in public schools, so they have shifted into the private education field.

In reality, schools are equipped with ageing facilities, suffer a severe lack of materials and receive little state investment, so effective education is all but impossible.

For example, since 1985 there has been a chapter on computers in mathematics text books, and computer education has been nominally on the curriculum. However, IT education is purely theoretical, because there are no computers in any but the First Middle Schools.

A Starving Teacher is not a Good Teacher

A teacher who is not able to live on his or her wages alone will always have difficulties paying attention to teaching students, and either the teacher, or the students, or both, will seek alternative ways to achieve their goals.

From the late 1980s, informal private education started to appear in North Korea for the first time, in the form of music lessons. At the time, those who used to work for art units started teaching the accordion or violin to senior school students.

However, a decisive turning point in bringing about a boom in private education was the appearance of DVD players. Since around 2005, DVD players have become almost a necessity for senior school students.

Households use legal educational DVDs produced by Education and Culture Broadcasting, which is publicly aired only in Pyongyang, and illegally copied ones which feature recorded lectures by First Senior Middle School teachers. It is more effective than public school education, because they can see well-edited lectures by good teachers, rather than attending half-hearted ones by the disillusioned teachers in the general school system.

This home-schooling method has spread widely, even extending to elementary students.

In March this year, during the enrollment period for elementary school, an unprecedented “freshmen enrollment notice” containing a list of children required to start school was stuck up in public areas. This was due to rapidly declining freshman enrollment.

North Korea Intellectuals Solidarity (NKIS) released the story on March 17, quoting a North Korean source as saying, “Such a notice is the first in North Korean history.” Additionally, the source reported, “Affluent people can educate their children privately with the money which they would have to provide to public school every month plus a bit more. Therefore, they will not send their children to school. Private math or physics tutors can earn up to 30,000 North Korean won per month, and music or art tutors as much as 50,000 won.”

As the Kim Jong Il period started in the 1980s, students became subject to many more kinds of unwelcome social mobilization.

For example, students were made to carry water from local rivers in order to build a skating rink every winter, and to take part in the construction of railroads, swimming pools and many other construction projects in their neighborhoods almost daily.

Farm support activities, the domain of third grade middle school students, have long been a conventional method of exploiting North Korean child labor. Every spring the kids have to build seedbeds of corn, transplant rice for more than ten days in summer and then help bring in the harvest for a full month in fall.

They are made to harvest crops until late in the evening, while five or six students are put up in each farmer’s house for the duration. In summer, schools give the students ten days vacation, in which they are ordered to collect fresh bracken and other wild plants.

The authorities in cities and towns periodically mobilize students and factory workers to repair railroads or roads as well. Sunday, the only official day-off in North Korea, is now a day for mobilizing students instead.

Since social mobilization comes frequently, students are often far from their studies, so teachers simply devote themselves to the maintenance of schools.

Since the March of Tribulation in the late 1990s, the atmosphere in the education sector has changed a lot. Since that time, the authorities have found it difficult to push students into social mobilization, since they can’t even afford lunch, or to manage schools, because the number of those who are willing to give up their chance of an education has drastically increased.

A source from Hoiryeong, North Pyongan Province reported recently that the percentage of students who go to school is now 62 percent, according to a recent report from the education department of Hoiryeong’s municipal Party Committee.

Absence from school is more serious on Saturday than on any other day because there are weekly evaluation meetings on the students’ daily lives, and several other onerous and to-be-avoided tasks like the offering of rabbit furs or metal scraps.

Meanwhile, the North Korean authorities have been focusing on inspiring student loyalty to the ongoing 150-Day Battle, but the result has been quite the opposite.

In 1980, the first work on the daily student routine was a “Sincerity Task;” cleaning up the surroundings of the local Kim Il Sung statue, portraits and the like. Students naturally addressed the task with care and diligence.

However, the number of students seen even doing such things has decreased markedly since the early 1990s, let alone doing it well. Moreover, students who are prepared to undertake such tasks are branded “brown noses.”

One recent example can be found in Hyesan: in advance of the anniversary of Kim Il Sung’s death on July 8, the authorities mobilized local students to clean up the Bocheonbo Battle Monument. Yet, on one of the allocated days only a few students turned up, while on other days there was no one there at all, according to our source.

Kim Jong Un loves basketball…

This web page has avoided focusing too much on the DPRK’s leadership transition because so much of the discussion is purely speculative.  But the Washington Post has published an interesting article which fills in some of the blanks on Kim Jong Un’s biography (Kim Jong il’s successor du jour) which gives us some insights into Pyongyang’s elite youth culture.

To begin with, we now know that KJU briefly went to a public school in Switzerland from 1998-2000 where he went by the name “Pak Un.” He did not attend the same Swiss school as his older brothers.  Sources from the school describe him as a swift learner who was quiet in class and uncomfortable around girls, but “fiercely competitive” on the basketball court.  Classmates also recall that he didn’t speak out against America.

Despite the short time he spent in Western Europe, however, he did show a love of American basketball, decorating his apartment with personal photos with Kobe Bryant, attending an NBA exhibition game in Paris and sporting Nike Air Jordan shoes.

1. Basketball is popular in the DPRK–maybe the second most popular sport after football (soccer).  Is it such a stretch to assume that elite North Korean youths get together to talk about or even watch NBA games? (There is also a baseaball field in Pyongyang here)

2. Kim Jong il is/was a Michael Jordan fan.  Madeline Albright gave him a basketball signed by Michael Jordan which is probably on display in the International Friendship Exhibition.

3. Kim Jong Chol (and probably Kim Jong nam) attended the International School of Bern (locaton here).  The North Korean embassy in Bern is here. Kim Jong Un reportedly attended the Schule Liebefeld Steinhölzli (located here).  However, I am a little confused about where he lived.  The article states that KJU lived in Liebefeld (Bern suburb) at No. 10 Kirchstrasse (10 Kirch Street), not at the DPRK’s embassy which was just down the road.  I wonder why that is…

4. Kim Jong Un’s older brother, Kim Jong Chol, was photographed attending the 2006 World Cup in Germany where he also attended an Eric Clapton concert.

5. Kim Jong nam, Kim Jong il’s eldest son (and a nice guy I hear), spends most of his time in Macao.  His son (KJI’s grandson) was recently photographed with his South Korean school friends at a Rain concert.

North Korea on Google Earth v.18

North Korea Uncovered version 18 is available.  This Google Earth overlay maps North Korea’s agriculture, aviation, cultural locations, markets, manufacturing facilities, railroad, energy infrastructure, politics, sports venues, military establishments, religious facilities, leisure destinations, and national parks.

This project has now been downloaded over 140,000 times since launching in April 2007 and received much media attention last month following a Wall Street Journal article highlighting the work.

Note: Kimchaek City is now in high resolution for the first time.  Information on this city is pretty scarce.  Contributions welcome.

Hoiryeong Students Causing Furore

As a result of a first-of-its-kind refusal to sign an army enrollment petition, students soon to graduate from a middle school in Hoiryeong, North Hamkyung Province have been ordered by the Party to work on collective farms for life.

Furthermore, during this process the parents of some of the students protested after the children of government officials in Hoiryeong were granted exemptions from the same order.

The incident occurred at the Osanduk Middle School in early February. The Army Mobilization Department had urged graduating middle school students to sign the “People’s Army (KPA) Enrollment Petition,” stressing that “America and South Chosun puppets are taking provocative wartime measures.”

An enrollment petition requests a signature agreeing to “voluntary enlistment in the KPA for the security of the fatherland.” In the past, North Korean authorities forcefully carried out “voluntary” petition movements for youths between ages 17 and 35; however, since the reform of its military service law in 2003 the country has had compulsory military service. Thus, in practice the voluntary enrollment petition is a purely ceremonial expression of patriotism.

A source from North Hamkyung Province explained the background to the incident:

Although signing the enrollment petition has nothing to do with enlisting in the army itself, students worried whether they would have to enter the army immediately after submitting the petition. Moreover, they had heard a rumor that if they went to the army late then they would have to suffer deadly hard military service and subsequent malnutrition.

Both official class and lower class students fought each other so as not to sign it first. Ultimately, due to this factional conflict, all the students passed the submission deadline.

Then the fights among the students continued through February 16th, the birthday of Kim Jong Il, becoming a serious political issue. Not one Osanduk Middle School graduating student had signed the petition, which had had to be completed before the Dear Leader’s birthday. The fact that the school is located in Hoiryeong, the hometown of Kim Jong Il’s mother Kim Jong Suk, also contributed to the incident’s being turned into a political one.

The incident having been reported to the Party, all officials, including teachers, the principal, vice-principal and the manager of the Kim Il Sung Socialist Youth League, were laid off for “failing to properly educate students.” Then the higher authorities, invoking the duty of correcting societal law and order, ordered the dispatch of approximately 120 students who were expected to graduate on March 8th to countryside farms. In North Korea, being dispatched to collective farms is treated as de facto banishment into exile.

In North Korea, once one does not complete his military service or is sent to a collective farm, he/she will be deprived of all opportunities for advancement, including entry into the Party or university. Further, due to the pre-modern societal system which considers one’s family background in all things, the advancement of family members and children are also affected.

With the incident growing out of control, the parents in the official class objected. In particular, at the time of Kim Jong Il’s visit to Hoiryeong on February 24th, one Mr. Han, the manager of the Hoiryeong Basic Food Factory who was accompanying the General, requested that his son be removed from the list of banished students and allowed into the KPA. In North Korea, people who have met Kim Il Sung or Kim Jong Il are entitled to a “special reception” and are eligible for all kinds of societal privileges.

Meanwhile, other officials mobilized networks of relatives residing in Pyongyang and/or offered bribes to help their children. Ultimately, the Party in Pyongyang absolved eight students of responsibility and gave consent for them to enter the KPA.

Subsequently, the parents of those students who remained destined for collective farms immediately went to the Party in Hoiryeong and began protesting.

The source explained, “Recently in Hoiryeong people have been buzzing about this issue. They have been saying with sarcastic pessimism, ‘It is better that those who are fed by the regime go to the Army. Our children from no-good family backgrounds only go to the Construction Corps.’” The Construction Corps is known to be a hard military service assignment.

He also added, “With negative sentiment rising, the following decrees have been issued by the Party of Hoiryeong, ‘Strengthen ideological reeducation projects through the People’s Unit and Union of Democratic Women meetings’ and ‘Rein in your tongue to stop the spread of groundless rumors.’”

Meanwhile, the source also wryly noted, “While parents have tried to get their children excused by doing the rounds of officials, the students who received the banishment have been rejoicing, saying, ‘We thank the General for allowing us not to go to the Army.’”

He concluded in exasperation, “In the past, one who was banished to a collective farm could not even raise his head in public, but the graduating students from Osanduk Middle School have been acting as if they are generals returning from a victorious campaign.”

According to the source, the mentality of the younger generation in North Korea is that instead of wasting away for ten years in the Army, they would rather make money. Then, they can get away from the collective farm with the money they earn during that time.”
